Soloed it tonight with my 49 reaver, single pulled all the villagers then beat up the seer. Not hard at all, got 2,440,223,333 xp!

DISCLAIMER: Your Steps and Tasks may be different Characters that were created after Patch Version 1.79 do not receive this Epic quest. See your trainer, who will send you to talk to Sir Tilian at Castle Sauvage (Note: some have reported being sent to see Captain Rhodri at Snodonia Fortress instead of Tilian). You must kill an Ellyll Seer. Kill an Ellyl Seer in Pennine Mountains at loc=53330/53667.Seer should be in one of the 3 villages near Renaris T4. A single group should be able to do it easily. Seers BAF, be prepared, it drops a journal. Give the journal to Captain Rhodri (upstairs)at Castle Snowdonia, for experience, who then tells you to come back at 50. (Another journal entry option is: You return the journal the Ellyll dropped back to Sir Tillian.) According to my journal, I was sent to kill the Elly Seer, which i did, then I was told to go see the guy in snowdonia fortress. upon seeing him, i was sent to castle savauge to speak with Sir Tilian, who then sent me back to kill yet another seer. very flustering. lvl 49 received 2,440,223,333 exp. I bound at Castle Sauvage and ran directly West along the edge of the cliff into Pennine. (Beware the group of rock bounders to your right as you approach the boundary.) Once in Pennine, you will approach an old ruin straight ahead and several little Ellyl villages just off to the right. Apparently the Seer (the one you must kill) can be in any one of these villages or more than one.
I stood with my back to the mountain wall, just to the East of the farthest North Ellyl village which is at 54000 55800. I used Nearsight to draw several blue and yellow guards and villagers (one at a time) into the waiting arms of my Sapphire Sim. They did not group. When only the seer was left, red to me, I used nearsight to blind him and he also got a talking to from Sapphy. Down he went with the encouragement of a couple of DOTs and lifetaps and I got the precious journal for Sir Tilian.
I had scouted out these little villages on a previous visit. The Ellyl population is dynamic. Last time I was here this village was empty of any seer. Also, this time around the yellow and orange Ellyl guards were quite active just to the West of the village. They are aggressive and call for help when they get after you (got myself killed on an earlier visit getting into a fight with them.)
Apparently there is more than one seer at any one time and they can be different levels.
There is a broad open field to the North of these villages you might plan to run to in case you get attached. The boars around those parts were neutral to me.
The mission was easy for my Level 50 Cabby as long as I didn't get into altercations with those roaming gangs of guards.

50 Necro 47 Sight. I killed enough Tegs I guess to make Ellyl neutral so this little quest was cake for me.
Found the Seer (Red to 50) no problem second Village west of Ren Tower 4. With my pet on passive I Hit the seer with Dispiriting Pain to slow it and I ran back to tower 4. When I finally faced the seer it was only able to cast on me one time before I killed it.
Everything still neutral too. No problems after that...

Found the new area with the new frontiers, its at 53330 53667, i found the seer running towards the tower full of hibs and thought i could take him before they got me, was wrong, did get him down to 1/4 in 5 hits with my 48sight necro

I solo'd this last night with my level 48 Deathsight spec'd Necromancer. The Seer was purple to me and was in the Western-most hut. I had pretty much decided I needed to come back with friends when I wandered too close to him. He aggro'd me through the walls of his hut and ran outside. I took off running up the hill behind him while he cast fireballs at my servant, who was on Passive. 3 hits killed my servant, but I'd crested the hill and left his line of sight so I just resummoned. When I crept back down, he had come out of the camp to the base of the hill and was so close that he melee'd me instead of casting on me. I was able to kill him with 10 or 15 hit points left - my servant was so low it looked like he was dead.
He gave 52 million xp and turning the journal in gave me 2,167,865,216 xp. Together, those were 0.8 of a bubble at 48.

Not as easy as previous posters may make it seem. Yes, it is doable, but ONLY if he cons RED. Caught the seer twice and was purple to me at 50. I don't know how people insta tapped him through the wall, I tried this several times with zero success.
If con is purple, and you're solo, you're dead. I came very close to killing at purple, but he resists almost everything you throw at him, and he hits HARD.
When I finally caught him as a red con, he went down pretty easily. You wont get BAF unless the champions in the camp are close, so wait until they move away from the hut. GL.

Did this solo with a 48th Cabalist (45 spirit, 11 matter, 18 body - forgot to train up before heading out to do this). I found the seer in the first camp west of Ren 4. I cleared all they mobs except for the seer. Seer was purple con. I got to max range, then pulled with nearsight (resisted) and ran. Forgot to put my pet on Stay and Aggro, so I had to stop for a second and the Seer fireballed me for 1/2 of my health, but my Amber pet took off after it.
Pet managed to damage it, so I turned back around and hit Juggernaut 1. Dotted it once with baseline dot and that it went down pretty easily. Keys to my approach were Nearsight, and Juggernaut

seer was red to lvl 49 nec. couldn't pull through the wall of hut but could stand in middle of willage and kill. All villagers and guards were neutral before and after kill.

red to 50. found her in the hut in the NW corner of that little cluster of huts. Aggro through wall and insta life tapped her.

Did this by myself at 50 as a necro. She is in the hut near the mushroom in the corner. I waited for the 2 captains to be away from her and then took myself and pet down and aggroed her through the back wall of the hut. After that I ran up the hill a ways to stay away from wandering and insta lifetapped her to death. She does bolt so becareful if she doesnt follow you.
Solo'd this with my 50 fire wizard. Only had to kill the seer once. Got about 3/4 of a bub for my 48 inf.

was easy with my necro, just did it...all i did was pull the seer, got west of his hut, put pet on 'stay' and insta debuffed seer through the house after i targeted him, since shades get no agro =) well that was it, no other mobs to worry about, just the wimpy seer.

Not hard at all if you have an experienced Wizard friend. There are little tree houses around the Elyll village that the Seer is in, the Wiz and I climbed the tree house(most north one)together. He alone ran down to within pulling range and nailed him with a fireball. He then ran up the tree house and aoe'd the Seer and his little entourage to death. Done in like 2 seconds. I did nothing.
Went to Tilian in sauv, who then sends you to Rhodri in Snow Fort. No reward. .7 of 1 bub at level 49, I hear its a full bub at level 48.
I then Dinged 50. Will do epic 50 tonight.
