Ok I wanted to see for myself how Tireless worked so I copied to Pen and bought the RA.
To test, I sprinted till OOE then timed how long it took to get full endurance. I also entered combat at a later time to verify that the regen rates in combat and running were the same.
Tireless 1: 12 min 14 secs till full end
Tireless 4: 8 min 12 secs till full end
Upon inspection, each tic of endurance gain was the same regardless of my level of Tireless. The time per tic was lower the higher the Tireless level. There are 100 units of end per end bar, thus:
Tireless 1: 7.34 seconds/tic
Tireless 4: 4.92 seconds/tic
I also wanted to see if Tireless worked while sprinting. With Tireless 4 and Longwind 2, I sprinted 37 seconds. With Longwind 2 and no Tireless I sprinted 33 seconds. Clearly, Tireless works while sprinting. However, you will never come close to endless sprinting even with Tireless 5 and Longwind 4 (LW 5 is broken) because you'd consume endurance at 4+ times the rate that you'd regen it.
It is pretty clear to me that even Tireless 1 is a waste of points, let alone Tireless 2-5.
