I'm surprised that you're finding that DoTs aren't affected by acuity. I just ran a quick test on a live server, and having an acuity buff definitely affects DoT damage.
With a Cabby casting level 46 AE DoT with MoM 3, AA 2, 5% resist piercing, on a target with 24% resist, I got 105 damage per tick unbuffed (217 Int), and 114 buffed (298 Int). Using the baseline level 44 DoT it was 100 damage unbuffed, 109 buffed.
You are right about DoTs being very subpar though. At battleground levels they do OK, but they don't scale properly at higher levels and could do with a boost.

The main thing is that acuity DOES add damage but in no way near as much damage as it adds to DD's
On epic scale mobs the dots are scaled down. This was added in some patch quite some time ago. The ML 4 Boss was getting hit for 1 per tick (woohoo) and thats after 3 mana bars of trying

Several people have brought up the point of my comment on DoT damage and the bonus that acuity offers. Let me say this so that it is a bit more clear:
- INT doesn't add anything to the cap performance for either DDs or DoTs (this we already knew)
- INT doesn't add nearly the amount of additional damage to DoTs that it adds to DDs
So in essence, higher acuity doesn't really benefit the DoT player. Where most casters maximize their acuity and strive to get a full +26 acuity cap in their templates, this isn't something that a DoT player really needs to focus on because the pain and effort involved doesn't end up being fulfilled by having a much higher damage output. And DD casters, for the most part, try and max out their damage capabilities by investing realm points in Aug Acuity and Mastery of Magery (plus Aug Dex). While MoM does benefit the DoT caster by a bit, the importance of the AA ability does very little and therefor is NOT a good buy if you're looking to boost your DoT performance.
BUT, Aug Acuity is good for boosting the damage on your base line DD as a backup/secondary form of damage output. That is why I suggested that a DoT caster purchase WP4 or WP5 and then bolster that RA level by purchasing MoM2 + AA2.

Mobs up to the level of you modified spec in your dot line will take maximum damage per tick. +skill doesn't affect damage like it does with DDs.
Assuming you have 50 spec in your dot line, a level 1 mob will take the same damage per tick as a lvl 50 mob. A lvl 51 mob will start to show a little variance. A lvl 55 mob will show a lot of variance. Stick on some items for +11 skill and you can now do max damage per tick on a lvl 61 mob. A lvl 62 will start to show a little variance etc.
EDIT: I should mention that this is the same for all DoT classes, even the cave shaman, which is not a list caster. Heretic nukes are calculated like pulsing DDs and not dots in that they are affected by acuity and lvl variance.
EDIT2: Should also point out about RAs. WP5 is the way to get most out of dots imo. I have WP5, MoM3 on my cave shaman and crit dots are part of the strategy. I've never understood why dots crit for such ridiculous amounts but a barrage of spammed AoE dot (mid damage AoE nuke that crits for more than regular DDs do, with no drop-off radius, which continues to damage for 5 ticks after you leave the radius) with a disease on top is truly something to be feared in sieges.

second on the dot doing damage to high level mob thing. I have seen this lots of times where my dd hits for 10 my dots hit for 150 on high level mobs. It's a pretty cool trick but then again when they turn on you because all that aggro it's not so good for you

Leadership is 100% worthless in RvR. If you are in a group meleeing a higher level mob it will help them hit it, but other than that it has no function other than resetting your warguard timer.

so after all this, for a light ment , what would be the best RA's to get with 40 points available <rr5>?
to be more specific I'm a Shar specced 45light 10mana 28mind.
I'm asking because this is my first caster and I'm lost as a goose.

You want to concentrate on your damage abilities: Mastery of Magery, Wild Power, and Augmented Acuity.
Me personally at RR4L5, I've got MoM4/AA3/WP2 plus I also have Mastery of Focus 1 to bring my AoE DD/DD up 3 levels for resists. From there its really up to you as you can pick and choose what you want to do and how you mix it up. But it is a commonly accepted practice that you bring those 3 RAs I listed up in equal amounts (ie, never buy lvl 2 of one until you have lvl 1 of all three). I chose to drop Wild Power down to lvl 2 and boost MoM to level 4 because I'm a Warlord and have access to an ability that gives me a 10% chance to crit so I didn't find it necessary. When I hit RR5, I'll probably drop 5 points into either MCL again and call it a day.
Prior to respeccing my points, I had planned on going MoM3/WP3/AA3/MCL1/Static Tempest1. That is a very solid RA layout with ST1 or WP3 being replacable by Purge if you see fit. It covers all of your bases, gives you a little trick when you're wanting to bomb or get the Hell out of Dodge, and gives you an overall balance to your damage output.

could you do a test with AA 0-5 on a vamp with resists? It should make the dmg higher than MoM for the fact that it increases your avg damage, not the damage cap.

MoM provides a greater benefit than AA, period. Just because you're closer to your cap doesn't mean you're hitting harder, nor does it mean your average damage is better.
