Actually, Jarysa is right. Having done multiple tests myself( used to believe what Therrik said about it), i'm pretty confident saying that, to eliminate variance, you need the the level of the target+ 1 level in your spec, which means 51 in rvr, whatever the level of the spell might be. But you'll still have variance on anything orange and beyond with 51 of course.
For heals, you only need the level of the healing spell+1. (48 for the one)
Having purely the level of the spell only earns you full focus efficiency up to that level in the spec (tested that too).

Interesting. I'll have to do some more tests on that one (lost all of my data in a hard drive crash about 6 months ago). When I do them, I'll post the results for you guys.

I make my cabby and sorc suits so that they have 51 modified spec, and have always used the level+1 rule when making suits for base nukers of any class or level.

You still should have more than 51. It will increase your overall damage.
