Analysis of weapon spec vs min/max damage
I didnt know it was a sliding scale, and this chart implies there's less importance on 100% spec than we otherwise thought.

It further increases the importance of PC weapon quality/enchament over =stat and 100% spec.

Spec = Weapon specilization / character level
Min D = Minimum Damage
Max D = Maximum Damage
Avg D = Average of Minimum and Maximum Damage

Example:
Level 50 Hero with 28 points in the Blades style
28 / 50 = .56 or 56%
Look up 56% on the chart
Spec - - Min D - Max D – Avg D
056% - 067% - 125% - 096.0%
Our Hero has enough knowledge of blades to do about 96% of their possible damage

Minimum Damage ramps from 25% at 0 spec to 75% at 2/3 spec.
Maximum Damage is constant at 125% from 0 to 2/3 spec.

Minimum Damage ramps from 75% at 2/3 spec to 100% at 1/1 spec.
Maximum Damage ramps from 125% at 2/3 spec to 150% at 1/1 spec.

This chart applies to the one handed weapon skills like Slash, Crush, and Thrust on all 3 realms. It also applies to Midgard and Hibernia two handed styles.

Dose spec have to do with how often you hit your intended target as well??

My sword spec is maxed out for my toon and with plusses I am swinging at lvl 50 in sword, yet am still missing alot of swings against purps. So basically what I am saying is can I drop some sword spec and spec in another line i.e. hammer for better damamge against plate wears and the such???

My understanding is that weapon spec has no impact on to-hit %.

Ok, using the above table to "solve" for my situation. I expect alot of you will have a similar situation.v

Additional bit of information: Spec's above 100% of level increase weaponskill by around 7-9 points or around 1% at high levels. Thus you can expect about 1% more damage for every spec above your level. (from hunter faq v. 1.51 )

I'm level 47 and my spear spec is 44 +1 for RR. My "naked" spear spec, 45, is thus 96% of my level

Which spear should I use?

1) Golden Alloy spear (+6 spear, 90% quality)
2) Ulshoi Ltd's Arcanium Battle Spear (99% quality)

For the GA spear my weapon spec would be 51 so..
Damage variance average is the 100% spec/level value, with an average of 125%. factor in 4% 4 specs over level and the 90% quality and I get:
125% x 1.04 x 0.90 = 117%

For the Ulshoi spear, my spec of 45 uses the average from the 96% spec/level on the table of 122%. Throw in the quality of 99% and I get:
122% x 0.99 = 121%

Conclusion. The Ulshoi spear kicks arse over a +6 spear for me! For the most part. A couple of unknowns...

* GA spear doesn't Proc for me at 47. When it does, what will be the value of that to me?
* PC weapons, once enchanted, have generally a 5% advantage to the "Bonus". We know this impacts to-hit percentage and to some degree damage. How to put a value on this?

Overall it looks like for my situation a PC weapon is really gonna shine. A proc would be nice, but for a Hunter, it can be a bad thing - getting aggro when u don't want it.

Great table, it really suggests that one shouldn't get too involved with using a +spec weapon. One thing is for certain, though, when spellcrafting / alchemy hit the server, the PC weapons will be the ONLY choice.
